The objectives of this research are to identify the criteria and normative design principles related to TOD (Transit Oriented Development) planning, to identify the characteristics, potential, and issues of the Cirebon Station area, and to develop a TOD planning concept for Cirebon Station. This study employs a qualitative descriptive analysis method and utilizes a fragmental design approach. Fragmental design involves four steps in the design process: collecting and analyzing data, formulating objectives and goals, and finally developing the city design plan. The analysis results indicate that Cirebon Station, located in Kejaksan District, has abundant potential as a TOD area, with various transit nodes and diverse land uses. The design for this area is focused on integrating mixed-use buildings with pedestrian and bicycle access as the primary priorities, supported by pedestrianfriendly areas. The circulation within this area also supports more vertical circulation to reduce interactions between pedestrians and motor vehicles. Thus, this research contributes to the design of the TOD area for Cirebon Station in Kejaksan District. text
