The development of fishery commodities (especially milkfish, vaname shrimp, and tiger shrimp) can be done through polyculture ponds in Indramayu Regency supported by ecological and geographical conditions. The development of polyculture ponds is in line with the National Medium-Term Development Plan (RPJMN) 2020-2024 and the Regional Medium-Term Development Plan (RPJMD) of Indramayu Regency 2021-2026. However, the development of fishery commodities through polyculture ponds has not fully run optimally. This is indicated by the decline in productivity of milkfish and vaname shrimp as polyculture commodities cultivated. This study was conducted to determine the influence of the profile of aquaculture, aspects of cultivation techniques, marketing, profits, and human resources as well as develop goals / objectives, strategies, policy direction, program direction, program indicators (outcomes), and recommendations for the development of aquaculture ponds for farmers, local governments, and related agencies. This research was conducted using descriptive quantitative method by using direct observation techniques, distributing questionnaires to respondents, and literature studies. A two-way MANOVA (Multivariate Analysis of Variance) test was conducted to determine the difference in influence between milkfish productivity, vaname shrimp productivity, and profit as dependent variables on technical farming factors and human resource factors as independent variables. The type of cultivation in the technical cultivation carried out and the level of human resource skills available to be one of the strengths or weaknesses in the internal factors of polyculture ponds. In determining the goals/objectives, strategies, policy direction, program direction, program indicators (outcomes), and recommendations, SWOT (Strength-Weakness-Opportunities-Threat) AHP (Analytical Hierarchy Process) analysis was conducted using Super Decision software to analyze the strengths and weaknesses that are internal factors as well as opportunities and challenges that are external factors in polyculture ponds in Cantigi District, Indramayu Regency, West Java. The results showed that milkfish productivity, vaname shrimp productivity, and profits together showed differences in the technical factors of cultivation and human resources. But individually, milkfish productivity, vaname shrimp productivity, and profit together did not show differences in differences in cultivation technical factors (traditional, semi-intensive, and intensive cultivation) or differences in human resource factors (skilled and less skilled). There were 11 strategies for the development of polyculture ponds that were formulated based on the SWOT method and prioritized using the AHP method. The three highest priority strategies that can be applied include promotion to expand marketing reach, adjusting product grade to market demand, and the establishment and strengthening of organized fish farmer groups. text |
