The contemporary paradigm related to toll roads is currently not only limited to transportation functions, but nowadays the fulfillment of sustainability aspects, in this case green principles, is also a consideration in the construction and operation of toll roads in accordance with the ideals stated in the Sustainable Development Goals (SDGs). Green Toll Roads (JTH) is a concept where toll road construction has been able to implement green sub-principles starting from preserving the environment through reforestation, using environmentally friendly materials, energy and water saving facilities or equipment as well as many other green indicators discussed in this research. The problem raised in the background of this research is regarding cost which is one of the hindering factors in realizing JTH. So this research aims to reveal the composition of indicators that influence costs in the realization of JTH, then look for indicators that have the greatest impact on costs along with the scientific reasons behind the large percent cost of these indicators. This research uses a qualitative analysis method by collecting data through interviews. The resource persons for this research came from 3 (three) different groups and were willing to be interviewed. The group of resource persons for this research are: one member of GIFI (Green Infrastructures and Facilities Indonesia) and two resource persons, each of whom comes from two different Toll Road Business Entities receiving Green Toll Road certification. Data obtained from the three sources shows that there are a number of indicators from 5 (five) categories, namely Environment, Transportation and Society, Construction Activities, Materials and Natural Resources and Pavement Technology which have the largest cost percentage when these indicators are implemented. In general, the results of this research reveal a number of universal reasons that cause the implementation of several indicators to be classified as high cost, namely: disaster mitigation technology, waste processing, protection of flora and fauna, reforestation, environmentally friendly facilities and community empowerment. text
