Summary: | Cirebon City as a metropolitan center that functions as a trade and service service center tends to
experience an increase in housing needs due to urbanization that significantly increases the number
of residents who are identical to low-income people. As a result, land limitations in an effort to meet
the needs of housing and residential areas can not be avoided, which has the potential to cause slums
to wild. Therefore, a spatial and substantive approach is needed by identifying the relationship
between spatial variables to the development of slums so that they do not expand. Through this
research, these efforts will be achieved by identifying patterns, variables, correlations and priorities
and policy directions for handling slums in Cirebon City.
Secondary data in this study uses data that is a reference for the issuance of the Decree of the Mayor
of Cirebon City Number 663/Kep.421-DPRKP/2021 concerning the Determination of Slum Housing
and Slum Settlement Locations in Cirebon City. Meanwhile, primary data obtained through
observation activities will confirm the existing conditions within the scope of the research study. In
identifying the distribution of slums, spatial autocorrelation (Moran Index) tools were used with the
help of ArcGIS 10.7 software which was overlaid with the administrative map of Cirebon City. To
strengthen the results of the analysis, spatial mean center analysis and standard deviational ellipse
analysis were conducted to project the movement of slum growth towards the orientation of the
region. The variables that have an influence on the emergence of slums are determined using
statistical analysis based on the step wise regression method through explanatory regression tools
modeled on each village in Cirebon City both globally through ordinary least square (OLS) tools and
locally through geographically weighted regression (GWR). Meanwhile, the determination of
priorities and patterns of slum upgrading was carried out using a scoring analysis that was
descriptively linked to the conditions of population density and land use status based on the
categorization in the Minister of PUPR Regulation No. 14/2018.
The results showed that the distribution of slums in Cirebon City tends to have aclustered pattern and
is thought to have a growing direction of movement from southwest to northeast or vice versa by
passing through urban areas. The areas have typologies in coastal areas, river borders, railroad
borders, road borders, and urban center areas. Variables that have an influence on the emergence of
new slums include population density and average distance to railroad tracks that have a positive
coefficient and average distance to coastal areas that have a negative coefficient. In an effort to
reduce slums to illegal areas in Cirebon City, efforts are made to handle rejuvenation patterns on high
- medium priority and restoration handling patterns on low - very low priority coupled with
resettlement handling patterns if there are areas located in areas that are not in accordance with their
designation. |
