This system provides an interface for parking service users (PSUs) to directly transfer parking payment funds to the city government's financial system, thereby minimizing unauthorized parking fee collection practices and increasing government parking revenue. However, in practice, the system has been deemed ineffective in achieving its objectives due to the lack of utilization by PSUs. On-street parking fee payments through the EPT-based system are considered less appealing to PSUs. On the other hand, the development and operation of the EPT-based system incur significant costs, and when parking revenues through EPT are not maximized, the city government faces financial losses. This presents an opportunity to design an alternative form of electronic on-street parking fee collection system in Bandung City that can enhance PSUs' willingness to make payments through an electronic system while offering lower capital and operational costs compared to the current system. This final project proposes a solution in the form of an application-based on-street parking fee collection system for Bandung City. The proposed system aims to increase PSUs' willingness to pay on-street parking fees through an electronic system while offering lower capital and operational costs compared to the EPT- based system. In the context of system development, the project is limited to the creation of a system prototype. The methodology used in this final project is design thinking. During the prototyping phase, the system design was divided into business and information system architecture layers. The designed system introduces improvements in pricing enforcement mechanisms and user interfaces for PSUs to book parking sessions. At the information system layer, the design includes a web application for PSUs to book parking sessions and a dashboard application for the Parking Technical Implementation Unit (TIU) of Bandung City's Department of Transportation to manage fee collection variables, view revenue information, and enforce pricing. The resulting design is described using UML diagrams and high- fidelity application interface prototypes. The proposed design was evaluated to ensure that it can increase PSUs' willingness to pay on-street parking fees electronically and offer overall costs lower than the current system. Evaluation results indicate that the proposed system successfully increases PSUs' willingness to pay by offering higher system learnability, improving usage efficiency by reducing the mobility effort of PSUs, and providing more preferred payment method options. Testing also shows that the proposed system is estimated to offer an overall cost reduction of 96.93% compared to the current system. text
