Summary:This research examines the readiness of the community in facing the Industrial Estate development plan in Takalar Regency, which is included in the RPJMN 2020-2024 and the National Strategic Project. Industrial estate development has the potential to have a positive impact in the form of local employment, but it can also have a negative impact if it is not balanced with adequate socialization and community empowerment programs. This study aims to identify the level of readiness and strategies to improve community readiness in order to improve the welfare of the community. The research methodology used a mixed-method approach (quantitative and qualitative) with a comparative nature. Analysis was conducted using the Community Readiness Model (quantitative) and qualitative comparative analysis. The research used 4 general variables (community knowledge, leadership, community conditions, and resources) and 9 operational variables (availability of information, level of awareness, level of knowledge, role of leaders, level of leader support, community support, barriers, time allocation, and level of contribution). The results showed that the readiness level of the Mangarabombang sub-district community was at the preplanning stage with a final readiness score of 2.72. The research findings are that around 41-60% of the community has knowledge related to industrial estate development, but access to information has not been evenly distributed. Community leaders play an active role in socialization, but the quality of human resources is still limited due to the low level of formal education, and only 21- 40% of the population meets the standards. It can be concluded that the readiness condition of the community in the Mangarabombang sub-district is not ready because it is still at level 4/9 of the community readiness level. This research contributes significantly to the development of strategies to improve community readiness, including four main aspects: (a) knowledge improvement through access to information, education, and collaboration; (b) leadership improvement through information distribution, training, and multi-stakeholder communication; (c) community condition improvement through socialization, transparency, and community involvement; and (d) resource improvement through budget allocation and time for development programs. The results of this study can serve as a reference for local governments in formulating industrial estate development policies and strategies, as well as assisting various stakeholders in designing effective and targeted community empowerment programs.
