The study aims to describe the patterns of actor association shifts in Smart Farming innovation, evaluate its implications for agricultural technology development, and reflect on its relevance to the local development context. The research employs a qualitative approach with phenomenology, where data is collected through in-depth interviews, observations, and secondary data, then analyzed using the socio-technical concepts of ANT. The findings reveal that Smart Farming innovation has significantly altered the relationships between farmers and their land, becoming more restrictive, failing to meet the fundamental principles of Precision Agriculture, and exhibiting biases in its implementation as an aid program. This study recommends context-based policy strategies that are more inclusive and adaptive through a redesign of the Smart Farming system that better involves core agricultural actors and a more comprehensive governance of innovation programs. text
