The study aims to propose waste management programs and stakeholders to foster sustainable development through a collaborative approach. By leveraging the Ecosystem-Nature Based Solution model, Theory of Planned Behavior (TPB), and Asset-Based Community Development (ABCD), the research seeks to align stakeholder efforts, address waste management issues, and restore the function of the Citarum River. The concepts of Nature-Based Solutions (NBS) are employed as tools to create sustainable waste management practices while supporting sustainable innovation. A qualitative action research methodology was used, with data collected through in-depth interviews and observations. Finding that waste management in the Cirata Reservoir area remains poor, with inadequate systems and practices to address the increasing volume and complexity of waste generated, particularly in the Buangan Culinary Area. To address these gaps, the study proposes an Nature Based Solution model for waste management programs. Additionally, the research highlights adopting an innovative waste management model with a Business-to-Community concept and implementing sustainable waste management solutions. text
