Summary:This study analyzes the dynamics of actor interactions and diverging perspectives in the implementation of the Adiwiyata environmental education program in elementary schools across Tangerang City from 2013 to 2024. Drawing on Actor Network Theory (ANT), the study investigates uncertainties through data gathered from interviews with key informants and observations conducted at three Adiwiyata schools—SDN Pinang 7, MI Al-Mubarok Panunggangan, and SDK Sang Timur Karang Tengah. The findings reveal that policy contestation in Adiwiyata environmental education program emerges from different concern (interests) and perspectives among actors. This contestation is reflected in the dynamic interactions where actors delineate boundaries between the environmental and educational sectors. While the environmental sector emphasizes cultivating environmentally responsible behavior, the educational sector prioritizes enhancing students’ critical thinking skills to comprehend and respond to environmental issues. Furthermore, the study identifies non-human entities as influential in shaping different orientations in program implementation. For instance, the Adiwiyata Award, as a technical object, often redirects schools’ priorities toward achieving Adiwiyata status and rankings, occasionally at the expense of fostering deeper student engagement with environmental issues. Additionally, religious teachings significantly shape environmental education approaches in religious- affiliated schools, such as SDK Sang Timur and MI Al-Mubarok, resulting in distinctive program implementations. The study highlights the vital role of environmental education in advancing sustainable development by fostering environmental awareness and promoting eco-conscious behavior. Therefore, inclusive collaboration is needed to produce a comprehensive national environmental education policy and prevent the reduction of substance in the implementation of environmental education program.
