To support this goal, the government has developed the Enhanced National Determined Contribution (ENDC), which includes initiatives to reduce emissions, such as the use of carbon capture and storage (CCS) technologies. Indonesia has already demonstrated its CCS capabilities through pilot projects conducted by the state-owned enterprise PT Pertamina New and Renewable Energy (PNRE) as a sub-holding company of PT Pertamina (Persero), showcasing the company’s ability to implement CCS solutions. Following these initial efforts, the next step involves preparing an implementation plan. This study was conducted to provide various perspectives on CCS implementation strategies in Indonesia as a general overview, an in PT PNRE as a specific overview. It utilized PESTLE analysis and Porter’s Five Forces analysis to assess the current conditions in the company. Scenario planning was then developed based on in depth interviews with key stakeholders, including energy producers and suppliers, the Ministry of Energy and Mineral Resources, the Ministry of Finance and industrial stakeholders. The study identified 10 driving forces. Four scenarios were developed by combining the most influential factor CCS cost and the most uncertain factor regulatory frameworks for industrial adoption. The ideal future scenario, as determined by the interviewees, was identified and marked as the target condition. A comparison between the ideal and existing conditions was conducted to identify gaps. These gaps were then analyzed using a TOWS matrix to develop strategies for the implementation of CCS by PT Pertamina New and Renewable Energy (PNRE). text
