IPTN, before delivered to customer has pass through any testing to ensure that the aircraft satisfy all requirements given in the regulation of national or international authority. One of aircraft testing is in flight flutter testing.

Flutter is a particular aeroelastic phenomenon in which aerodymanic, elastic, and inertia force couple unfavourably at a sufficiently high speed to produce an unstable oscillation which can grow without limit and so result structural failure.

This thesis describe the development of a software for an in flight flutter testing that called In-flight Spectral Analyzer. This software was developed to identify flutter stability parameters using the Zimmerman method. This software capture flight testing data from aircraft through System 500 system. These data, then processed to find the natural frequency and the respective damping ratio.

Method used during analysis phase is structured analysis methode, meanwhile the design method of this software is object oriented design. This software implemented in C language and can be run with operating system Unix OSFI2 version 3.2. text
