Summary: | Public procurement is inseparable from the nation’s development paradigm. In Indonesia, the public procurement framework has been adopted from the concept of the OECD as one of the international ‘best practices’. As a result, an independent procurement agency (the National Public Procurement Agency or LKPP) was established in 2007. The establishment of LKPP was intended to ensure the principle of competition is being upheld in the public procurement processes. The institution has formulated various public procurement policies and developed information systems, including the introduction of Katalog Elektronik in 2012. This study was conducted to examine the dynamics of public procurement policy in Indonesia. Utilizing a qualitative approach with a case study design focused on the development of Katalog Elektronik, the researcher explored several actors involved in the development of Katalog Elektronik and users who utilized the product through in-depth interviews. In addition, desk research was conducted to obtain a more comprehensive understanding in the research process. Guided by actor network theory, this research showed how uncertainty of public procurement policy occurred in Indonesia, which indicated a paradigm shift in Indonesia’s economic development paradigm. The findings of this study contribute to the academic literature in the field of public policy that views public procurement not merely as an effort to acquire goods/services, but also as a policy tool to achieve broader goals, particularly in promoting the increased use of domestic products and UMKK’s products in Indonesia’s public procurement. Furthermore, this study draws attention to the shift in the role of procurement agencies from ‘facilitating’ competition to becoming instrument of the state in pursuit of broader goals. |
