One of the significant risks in performing distribution operations is occupational accidents. PT PLN (Persero), electric utility company in Indonesia, reported 61 accidents between March 2022 and June 2024 which 75% of them occurred in the distribution sector. In fact, PLN still adheres to safety-I approach in its safety management system, although this approach is considered insufficient to reduce the number of accidents. Resilience engineering (RE), part of safety-II, then emerged as a new approach in managing safety. Therefore, this study aims to explore RE principles that influence resilience potential in the electricity distribution and identify areas of improvement to achieve zero accidents. Data were collected through a 27-item questionnaire designed to measure actual performance and the level of importance of an RE principle using 6 Likert scale. A total of 196 technical service officers of the Jakarta Distribution Unit were selected using a judgment sampling technique. Data were then statistically examined using factor analysis method with the help of SPSS 27 software and importance-performance analysis (IPA). This research generated five novels RE principles through factor analysis, with a total variance explained of 67.19%. These principles are risk management, safety climate, agility, adaptability, and safety accountability. Furthermore, IPA matrix indicates that maintaining and strengthening these four principles—risk management, safety climate, adaptability, and safety accountability—is crucial for enhancing the organization's resilience potential. The findings of this study have significant implications for PLN to build resilience potential in dealing with accident risks in the future. Some recommended strategies include: foster reporting and learning culture; enhancing effective communication; conducting routine safety training and emergency response simulations; implementing reward and punishment system. text |
