In protecting and managing cultural heritage buildings, conservation activities can be one of the efforts that can be carried out by relevant stakeholders. Today's complex urban problems have caused the existence of cultural heritage buildings to be threatened. One of the causes is money-oriented urban development. In addition, the utilization of cultural heritage buildings is not followed by public concern for the existence of cultural heritage buildings. This research aims to look at stakeholder strategies in the conservation of cultural heritage buildings in Surabaya City with a case study in the Tunjungan Area and projections of cultural heritage building conservation. This research uses a qualitative approach by looking at the phenomena that occur in cultural heritage buildings, especially in the Tunjungan Area and the actors involved in terms of inhibiting and encouraging the conservation efforts of cultural heritage buildings. Stakeholders who play a role in the conservation of cultural heritage buildings are divided into two elements, namely the government (including government and non-government institutions) and the community (including communities, media, academics, managers or owners of cultural heritage buildings, and artists). The conflicts that occur between stakeholders are conflicts of interest between heritage assets and economic assets. The existence of the community as a representative of the community element can encourage policy changes in terms of cultural heritage building conservation strategies. text
