ABSTRACT: <br /> <br /> <br /> <br /> The region of Luar Batang has a very important role in the growth of Jakarta city, because it is a part of Sunda Kelapa harbor being a pioneer for Jakarta city. This region is located at northern region of old Jakarta city. In line with the growth of Jakarta city, this region tend to be abandoned because the difference of city growth orientation to wards South and the reduction of activities of Pasar Ikan and Sunda Kelapa Harbour. As a result of the regional function is not mature and physical development without supported by the obvious concept development, so this regional undergone a decrease of role and contribution to the Jakarta city. Looking at the metter and impact of vitality decrease of Luar Batangs region, this study is intended to reimprove the vitality regional and has an objective to formulate a concept development of Luar Batangs region being integrated with its surrounding residential environment that be continously grown and developed. This study examines the criteria of activities of developmental and environmental preservation, regional integration factor, and aspects of urban designing by idetifying and evaluating the activities of developmental and environmental preservation and the tendency of residential growth in the region of Luar Batang. <br /> <br /> <br /> <br /> The analysis process uses description and axploration methods. The description methode is to represent the condition of the preservation activities are: Consciousness and initiative, legal principle, designing concept, organization and realization and funding, whereas the determinating factors of the regional integrating are: norms, functions, and physic. And then the exploration method is to dig the concept and direction of the integrated preservation activity. <br /> <br /> <br /> <br /> The concept development of Luar Batangs regional preservation that be integrated can be developed through the development of regional function as an urban tourism. This study concludes that Luar Batang Mosque is made as a regional center. Museum Bahari, Pasar Ikan, and Syahbandar tower are improved in their roles as tourist objects in the form of maritime elements, whe real the settlement at its surroundings is developed by considering the element at its coastal Betawis house. The aspect of urban designing ampahsizes on the aspect of the integrating development of regional physic elements; developmental order, circulation and parking area, open space, pedestrians, marks and signs.
