Summary:The increase in land value resulting from public infrastructure development, such as the Halim High-Speed Rail Station, needs to be optimally utilized to support sustainable financing. This study aims to explore the most potential land value capture (LVC) instruments based on Presidential Regulation No. 79/2024 that can be applied in the Halim High-Speed Rail Station area using the Analytical Hierarchy Process (AHP) method. AHP was employed to analyze the priority weights of various LVC instruments by considering six criteria: revenue potential, equity/fairness, regional development impact, administrative capacity, regulatory support, and public acceptance. Data were collected through literature studies, AHP questionnaires, and expert interviews. The study found that public acceptance, with a weight of 23.19%, and regulatory support, with a weight of 22.01%, are the two most critical criteria for the successful implementation of LVC. The most promising LVC instrument for the Halim High-Speed Rail Station area is the Horizontal Integration of Infrastructure Provision and Property Business, capable of generating recurring revenue through the synchronization of property development with infrastructure projects. However, it faces challenges such as sectoral ego issues and high initial investment requirements. These findings are expected to contribute to policymakers in optimizing the potential of the Halim High-Speed Rail Station area through effective and equitable LVC mechanisms.
