Kecamatan Lembang is one of areas included in the core area of Great Bandung in the Northern Side which has a function as water absorption area and an important role to supply ground water to Bandung basin. Role and function imposed to maintain environment conservation through optimization and harmonization land use in protected area and cultivated area. Potentials of Kecamatan Lembang are beautiful natural panoramas and as a strategic location leading to an implication of fast growing physical development causing the existence of conversion and illegal land use which finally affect the environment stability. Although, among function, role and potential, there are two things which are equally important i.e.: to maintain protection function and cultural activity. Therefore this research has a goal to create harmonization of land use of protected area and cultural activity by continuously maintaining ecological function of the area that Kecamatan Lembang is still capable to accommodate and to develop various development activities. <br />

As an effort to harmonize both functions of the area i.e. protection and culture then the analysis employed is a quantitative analysis method comparing field situation with defined criteria. Identifying land use deviation, land use and to investigate relationship and impact resulted from each type of land use and appropriateness of each land use type. <br />

Based on the result of study, it is identified eleven of land use types i.e.: protected Forest, wet land agriculture, dry land agriculture, plantation mixed with estate, field, bush, ranch, dwelling, trading and services, industry and tourism. From results of land use relationship, generally conflicting land use are protected forest and cultivated area : the conversion of wet land into dwelling area because of producing various negative impacts mainly impacts related with the decrease of environment quality and stability due to the surface land changes. Although, from the analysis result of harmonization of land use in protected and cultivated areas. The technical conditions applied to building planning covers: building types related to sloping, dwelling construction alternatives, lay out related to constructed land area and building type and structure. <br />

To maintain the conservation of Kecamatan Lembang area with still accommodating various development activities, then area management guidelines based on analysis of space utilization appropriateness i.e. maintained land use, allowed to convert, converted with technical criteria and completely not allowed to convert. <br />
