Abstract: <br /> <br /> <br /> <br /> One of the main program of Government since Pelita II is to provide and improve housing, especially for the low income group. As a matter of fact this effort has not met the need of inhabitant, because there is no conformity between the need of society and the housing establishment. through the identification of the characteristic of housing and social economics of the low income group it is expected that the required housing and factors that support or limit in providing and improving the housing could be understood. This research is based on the viewpoint that individual, family, society and the city could each other be influential in the formation, growth and changing process of the housing. The process of which not suited to the planning leads to the slum and squatter dwelling establishment. <br /> <br /> <br /> <br /> The objective of the research is to get the information of the characteristic of housing and inhabitant of the low income group, used as the basic principle in determining the policy to provide the housing,particularly for the low income group in Kotamadya Malang. <br /> <br /> <br /> <br /> The research result showed that the average income of the family in the slum and squatter was = lower than in the whole city. This low income affect the level. of education, urban infrastructure and the increment of the people density in slum and squatter settlement. The effort of providing the people housing has just been carried out was unaffordable by the society. There is no minimum standard of teh housing and its environment so that housing become more and more crowded and unhygienies The slum nand squatter settlements grow from the inner city to the periphey. <br /> <br />
