Conventionally, the initiation protocol negotiation take place after the 64 kbps circuit switched B channel is available within the ISDN active call phase. This thesis presents a design of user-to-user signalling (UUS) session intiation protocol (USIP protocol). USIP protocol enables internet session initiation to be conducted during call setup phase on the D channel. For network operators and Internet Service Providers, this protocol allows more efficient B channel and remote access servers dial-up port occupancies. On the other hand, internet dial-up users can benefit from the saving of B channel usage cost.

In this thesis, Object Oriented Real Time (OORT) technique was used as the design methodology. This technique combines Object Oriented modeling technique, using Unified Modelling Language (UML), and formal description technique, using Specification and Description Language (SDL). In November 1999, International Telecommunication Union-Telecommunication sector (ITU-T) ratified the revised Z.100 recommendation series, also known as SDL-2000, that adopts the OORT methodology.

The USIP protocol was developed as USIP system validation model that consist of, UPAP model application, USIP protocol, Dial-Up Networking model protocol, and ISDN network model. The first three modules are instantiated as remote client and RAS, while the ISDN network module serves as intermediate system that provides ISDN bearer service between the two ISDN users. text
