Summary:Indonesia is one of the members of OPEC, used to have the sufficient supply of energy sources to support the development, and is now having a sharp decrease in terms of production resulted from the decrease of energy sources. The needs of energy; however; is increasing. The instruction of the President no 10-2005 says that we are too late to realize the energy saving because there has been energy crisis since two decades. The use of biofuel as an energy source becomes the consideration of the Government decision by issuing the Act of no 5-2006 on the national policy to develop anternative energy sources, one of which is the bioenergy source to support the development of biofuel. In addition; the government issued the President Instruction no 1-2006 on the supply and use of biofuel as an anternative energy. One of the plants having a great potential as the energy source is Jatropha curcas. <br /> <br /> <br /> <br /> <br /> <br /> The production of Jatropha curcas biofuel which is now in the development consists of two kinds; i.e. for both industry and public scales. The energy developed for the national program, called the autonomy program of village, is produced for industries, and the one developed in Kabupaten Ciamis belonging to the autonomy program of Kecamatan is for public. The former is wholly developed for commercial, while the later for public consumption to meet the daily needs as an alternative of kerosene. <br /> <br /> <br /> <br /> <br /> <br /> To find out whether the program of autonomy government of the public biofuel alternative energy is implemented, and to what extent the development of this alternative energy has been prepared in Kabupaten Ciamis, such stakeholders as the following should be put into consideration : <br /> <br /> <br /> <br /> <br /> 1. Dewan Perwakilan Rakyat Daerah-DPRD ( the Regional Legislative Assembly) of Kabupaten Ciamis <br /> <br /> <br /> <br /> <br /> 2. The local government (Strategic plan of Kabupaten Ciamis, the energy policy of Dinas Pertambangan (the mining service), energy and Lingkungan Hidup (life environment) of Kabupaten Ciamis and the action plan of Kecamatan) <br /> <br /> <br /> <br /> <br /> 3. Community (areas, the availability of seeds, knowledge, and tecnology). <br /> <br /> <br /> <br /> <br /> <br /> The research method used for the study is qualitative by applying descriptive and SWOT analyses. The data and research results show there has been a correlation between the results with the implementation of the autonomy program of public alternative energy source using Jatropha curcas as follows : (1) the position of DPRD as the Community Assembly plays the role of supervising the development of Jatropha curcas, the development of the alternative energy, and bridging the gap of the community and the government, (2) the level of preparation of Kecamatan Rajadesa in implementing the program is so-so, (3) the level of preparation of Kecamatan Parigi in implementing the program is low, (4) the level of preparation of the community in Kecamatan Rajadesa in implementing the program is high, (5) the level of preparation of the community in Kecamatan Parigi in implementing the program is so-so, (6) science and tecnology have roles in developing the alternative energy using Jatropha curcas; in which science functions as knowledge on developing the plant, while technology as the means of transforming the seeds into the fuel, (7) sociological and anthropological approaches are required to socialize this kind of alternative energy. In other words; it is important to look at thesocial and cultural systems applied in the comunity, and (8) there has been a great support of the other party-i.e Institut Teknologi Bandung, to assist the development of such alternative energy in terms of the provision of the processing equipment. <br /> <br /> <br /> <br /> <br /> <br /> For the development strategy of the biofuel alternative energy, the policy priority and program to see the preparation of the development of biofuel energy is based on SWOT analysis as follows: (1) to make the policy on arranging the program of the development of the plants and of the alternative energy in both levels of Kabupaten and Kecamatan, (2) to improve the community knowledge on the development of the Jatropha curcas and of the processing technology to maximize the implementation of the program by socializing them through integrated education and trainings, (3) to efficiently make the best use of the group of the Jatropha curcas cultivation and the group of farming in the community to optimally develop the alternative energy through the program of autonomy kecamatan, (4) to make the best use of the support of the other party to more optimally develop the plants and the alternative energy, (5) to more activate the coordination of stakeholders inorder to make policy and develop the alternative energy and to improve the infrastructure, (6) to make the best use of response of the community to know more about the superiority of Jatropha curcas biofuel, and (7) to improve such infrastructure as roads and electricity supplies to support the implementation of the development program of the alternative energy. <br />
