Summary:Abstrak: <br /> <br /> <br /> <br /> <br /> e-Government is a role of Information Technology (IT) in public sector which has an objective to transform government toward better government by creating public values for the stakeholder, which are citizens, businesses, non-profits and fellow governments. <br /> <br /> <br /> <br /> <br /> Together along with the increasing of government stakeholder awareness about its rights and obligations, the higher the stakeholder demand to achieve better government. IT is expected to support government in fulfilling the stakeholder needs by e-Government program. Therefore, a performance management system is needed to manage the achievement of government objectives. The system should be synchronized with government strategy in fulfilling the stakeholder needs and cover the objective achievement success factors from any perspectives, tangible or intangible. The system also should cover all processes in establishing e-Government, either in service delivery and support as front-office processes and back-office processes such as planning, organizing, acquiring and implementing, and the system should also cover the human resources which is involved in every e-Government processes. Therefore, a generic framework is needed to guide the design processes of a performance management system for every government level. <br /> <br /> <br /> <br /> <br /> The methodology which is used to do this research is: studying the literature about performance management, e-Government, Balanced Score Card (BSC), IT Governance, COBIT and IT-BSC concept, then doing some field observation by visiting e-Government websites in various level of government, then designing the framework by doing some analysis based on relevant concepts to design the model, then doing nine design steps by following direction from the model. <br /> <br /> <br /> <br /> <br /> Reference is arranged to understand the thesis supporting concepts, begin with the identification of government objectives and benefits from conducting performance management to understand that performance management is needed to achieve e-Government objectives, then studying about e-Government needs from strategic management concept to understand that performance management will be effective to an organization which based on strategies. The method which is used to implement strategic management is BSC because it can cover tangible and intangible factors and link it into causal relationships. The IT Governance concept is used to identify the essential processes for building initiatives to implement e-government strategy. Then the IT-BSC concept is used to synchronize e-Government with government strategy. Then the RACI chart concept is used to distribute roles and responsibilities between the people which is involved in e-Government. The maturity model concept is used as a basis to produce the benchmarking and evaluation tools for the implementation of the designed framework. <br />
