Abstract: <br /> <br /> <br /> <br /> <br /> Organization proceses consist of activities that have data to be managed. Managing data is started from recording data to data storage so data can be transformed to information. Application is kind of information technology support in both organization processes and activities to manage data that show up in it. Application development that is not well planed will cause some applications have same functions and data. This circumstane will be called as diversity of managing data. <br /> <br /> <br /> <br /> <br /> Besides in interdepartemental of organizations, diversity of managing data also occure in organization that has its extended in different region. The different condition of information techonology infrastructure in each region can cause application that have been developed by central organization is not used. <br /> <br /> <br /> <br /> <br /> Application portfolio is needed to change the diversity of managing data into integrated one. To develop application portfolio will be used IS/IT strategic model by John Ward and Joe Peppard. <br /> <br /> <br /> <br /> <br /> Sending data in hard copy form, developing various application for the same purpose in every branch, different data version, are the impact for not having a good plan of managing and communicating data in organization. Hence, strategy is needed to handle in form of information technology strategy, information system strategy, and managing information system strategy that will have information technology portfolio as result. <br /> <br /> <br /> <br /> <br /> To be easier getting picture of handling diversity of both managing data and information technology infrastucture as data communication tool, case study will be establised on monitoring and evaluation process of loan project in Department of Civil Work. The first step, analyzing will be done to both external and internal organization condition from both information technology and choosen process sides. Next, business strategy and business process analysis will help to establish needs identification and information system requirements. To identify information flow and current application profile, value chain analysis and current portfolio evaluation technique will be used. SWOT analysis will help to identify strength, weakness, threat, and opportunity of both information technology and information system technology environtment (external and internal). <br /> <br /> <br /> <br /> <br /> The scope of monitoring and evaluation process starts from point where the project is proposed by satminkal under department of civil work until the project is implemented and the end of the project. The sum of proposed project, data related to proposed project, passed project in every selection step, changes scope of project, are kind of information that would be managed in monitoring and evaluation of proposed project. Disbursment progress, phisycal progress, problems and solutions, are kind of information to be fulfilled in monitoring and evaluation of on goinf project. <br /> <br /> <br /> <br /> <br /> To support monitoring and evaluation process, Division of Abroad Cooperation in Department of Civil Work has been developing Monitoring and Evaluation Loan Project Database to manage data and information needed. By considering that data spreads in every region of Indonesia and parts of the process has not been supported yet by application, so supporting application development is needed. This application purposes are to collect data and to distribute information for related party. <br /> <br /> <br /> <br /> <br /> Supporting applications will be formulated in application portfolio and be grouped by application that need to be developed, running application, and alternative potential application. Monitoring and Evaluation Loan Project Database, Proposal Application, and Progress Application include in application that need to be developed. <br /> <br /> <br /> <br /> <br /> Finalization of Monitoring and Evaluation Loan Project Database is the main priority because it accomodates and manages data due to monitoring and evaluation proses and serves reporting function for project progress. Another reason is that the database will become main information resource related to monitoring and evaluation process. <br /> <br /> <br /> <br /> <br /> To develop those applications will need more than single project in single year expenditure. Hence, in this research, developing applications will be spread in 3 years expenditure. At end of this research, problems in managing and communicating data will be generalized. <br />
