The decentralization of mineral resources management, according to chapter 10 UU No. 32 <br /> <br /> <br /> <br /> <br /> of 204, entitle the Regional Governement a full rights to issue a permit for cool and mineral resources managemet in its territory, except the sea shores territory over 12 miles. Central Government still handled the rights of permission giving in mineral resources managements such as oils, gasses, an radioactive minerals on lands and waters including those in the range of over 12 miles. <br /> <br /> <br /> <br /> <br /> According to criteria of location selection, eight regents out of twenty five regents and two cities in the province of north maluku had selected. These locations are expected to represent all of the cities/regents in the province to value the regions readiness level in the implementation of autonomy in the field of Mineral Resources Management. This location selection is mainly depending on the availability of mineral resources data in every cities/regents. <br /> <br /> <br /> <br /> <br /> The activity of mineral resources managemet, in its connection to the implementation of regional autonomy, needs six processes which interlocking one to another. These are regulating, permitting, guidance, supervising, reporting, and evaluating. The problem faced by most regents in the Province of north maluku is that the administration and human resources have not comprehensively ready yet to manage the potency of mineral resources. <br /> <br /> <br /> <br /> <br /> The factor analysis of the existing data, using seven analytical variabels (regional regulations, organization, basic data, data and information management, permission, human resources, and GDRP in mining and excavation sector) shows four regents have a high readiness level to implemet the mining management autonomy, one regent in a middle readiness level, and three regents in a low readiness level. <br /> <br /> text |
