The increase of community living standard and urbanization in urban areas will rise the need of motor vehicles as transportation facilities. On the other hood. motor vehicles are normally produced hazardous implementation gas causing air pollution.<p>Sines air is an important factor for human life and a public commodity, Central Government has issued vend policies in order to control air pollution among other is Blue Sky Program, <br /> <br /> <br /> Bandung Local Government since Fiscal Year 1996;1997 has implemented those policies. So far however, people living in Bandung of the visitors feel that the air quality is getting more and more uncomfortable and becomes hotter nowadays. It shows that the result of the policy implementation was unsatisfied.<p>This condition rise to a question, whether the target of the implementation of air pollution control program carried out by Bapedalda (City board of environmental impact control) of Bandung City was not appropriated or degradation has occured during the implementation? This problem was generally weakness of law enforcement, poor coordination during program preparation, ego-sector and top-down approach, misdiagnosis, and lack of community participation generally caused this public problem.<p>However, it is noted that 70 % of air pollution-source factor originated from transportation. Therefore, air pollution control program have to be prepared through a good coordination between institutions related with transportation, i.e. Local Government Planning (Bappeda), Department of City Planning, Department of Land Transportation, Department of Public Works, Local Government Secretary, Traffic Police, National Oil Company, community and private sectors.<p>A good coordination between those related institutions within local government during the stage of programming, implementation, and controlling for urban planning, transportation system, traffic pattern, number of vehicles, number of routes, fuel consumption and emission factor would expected a result that within 2 - 5 years period, air pollution will be reduced significantly.
