It’s development should through some steps such as preparation, initialisation, interaction, transaction and service. Each step has it own target to reach. In the process of getting the target, we need to implementation a new digital culture which is different each steps. Those are the digital knowledge culture at preparation step, digital working culture at initialisation step, digital communication culture at interaction step, digital coordination culture at transaction step and digital service culture at service step. Every organizations and so the region governance have their own culture which use as the spirit motivation for doing every project in achieving their whole organizational goal. Organizational’s culture is divided into four models such clan, hierarchy, adhocracy and market. Each models has it own specific identity and different goal. This thesis describes the successful e-government project, which organizational culture is ran and the future culture target. Research analysis scope around the organizational culture at this present associated with e-government development step and then doing analysis of which culture is needed by the city governance of Yogyakarta in the future. This thesis will create a suitable organizational culture model match with the governance’s need by putting it in the e-government development step. The mission of creating this model to make it works simultaneously with culture of the city governance of Yogyakarta. This research is taking regional place around Daerah Istimewa Yogyakarta (DIY) province, and the data sample is from Pemerintah Kota Yogyakarta, Pemerintah Kabupaten Sleman and Pemerintah Kabupaten Bantul. DIY is a unique province government because it was a kingdom before, and still like that for this moment while the king has share power from the government. It takes about three months for getting the data sample from March until May 2007 to monitoring the kind of culture is running at those three regional government . The final result from this research is creating an organizational culture model at DIY by including the culture aspect to the e-government development step within. The goal of this model is to make the e-government development process will be suitable with the organizational culture iself. All of three regional governments are still using a clan culture as their organizational culture model, and their development step is ready for interaction step from initialization step before and the clan culture which influenced by digital working culture to go to the digital communication culture step. They are also need the clan as their organizational culture for tomorrow, so at interaction step, the transaction and services refer to it. The position of six competency needed by those three government are dominance characteristic, employee management, strategic highlight, and success criteria at clan culture, beside that at the organizational leader competency and it relationship with organizational is positioned at hierarchy model. The goal of this thesis is contributing those three government with fresh knowledge and to understanding about the role of organizational culture in egovernment development processes while giving bright description about the processes those embodied in the e-government development step. text
