Spatial planning is a base for urban development management. All of planning processes needs information on existing and aimed conditions of the city. <br />

<br />
Ministry of Public Work, which one of its tasks is regional , urban and rural management , has established Urban Development Management Information System /UDMIS (Sistem Informasi Manajemen Pembangunan Kota /SIM-PK) UDMIS is designed based on the Regulation No. 24 / 1992 about Spatial Planning which explains the hierarchy in the planning process. <br />

<br />
UDMIS is operated by using computer and geographical information system (GIS) and involving many institutions in Ministry of Public Work and the other ministries in the level of central, province and local government. Because of the system will be utilized in many levels of government and inter ministries, a study on reliability of UDMIS is required. <br />
<br />
<br />
In line with the Regulation No. 22/1999, which gives more autonomy for the local government, this study also evaluated the influence of the Regulation No. 22/1999 in applying UDMIS. <br />
<br />
<br />
Integrated UDMIS, which describes the conditions of each city in district, province and national levels, can be used to make spatial planning more efficient and effective and further can be used as a guidance for city development. <br />
<br />
<br />
The status of UDMIS now is not yet implemented and this study evaluated the readiness of the stakeholders in implementing UDMIS in 17 provinces, by analyzing the discussion results on dissemination forums on UDMIS in all 17 provinces. The evaluation shows that some conditions should be made before UDMIS is formally implemented, i.e : <br />

- It needs further test and improvement to ensure the reliability of the system <br />
<br />
<br />
- It needs national standardization of data so that the data processing can be integrated. <br />
<br />
<br />
It needs national procedure and mechanism of UDMIS implementation which is approved by stakeholders to reach the optimum results. <br />
