The objective of this study is examine some policies for the national electricity in Indonesia based on energy resources so that the performance of this sector can be improved The approach which is used in this study is system dynamics. National Electricity Model, that was developed here, based on Forresters National Model. This model consist of seven sub systems that are related each other : (i) population and demand, (ii) production , (iii) natural resources, (iv) capital goods, (v) financial, (vi) benefit for PLN, and (vii) government sub system. <br />

The policy design was taken here based on National Energy Sector Policy and was applied to Electricty Sector Policy. There are eight designs of policies scenarios that are simulated of this thesis. Those scenarios consist of five single scenarios and the others are joint scenarios. Those scenarios are the recent policy (basic model), conservation, diversification, intensification, scenario to supply side, conservation and diversification, conservation and supply side, and conservation and intensification scenario. There are five performance indicators in this thesis : electricity production, benefit of PLN, average electric price, rate of unrenewable energy resources, and rate of power generation capacity. <br />

From those scenarios, diversification, intensification, and supply side scenario can make electricity production increases, but only intensification scenario can make average electric price and benefit of PLN always increase. In the other hand, intensification, supply side, diversification, and diversification-intensification scenario can increase generation capacity. For the used of unrenewable energy resources, chosen scenarios depend on two purpose, to conserve or diverse. <br />
