Postage stamp as a medium of visual communication has several aspects. One of them is the aspect of sign that constitute visual language to convey a message. Visual sign and code used in postage stamp reflects some meanings and extends messages related to the occurrence of its issuance. The aim of this research was to comprehend the use of visual sign and code in the Indonesian postage stamps design. The hypothesis formulated for this porpuse was whether the visual sign and code in the Indonesian postage stamp were used in the interest of the Government and were implemented by semiotic sign. To answer this hipothetical cuestion, the semiotic and content analysiss were carried out. This semiotic analysis showed that the majority of visual sign and code usage in postage stamps theme were in the interest of the government and power. This fact can be found in themes that supported the governments programs. Within this category, some visual sign were intentionally used in the interest of power, especially in the Soeharto regime. The content analysis pointed out that messages formulated in visual sign and code were dominated by those in ideological context. Further, this signs were used as propaganda of the government for power. Those two analysiss concluded that the hypothesis, asserting the usage of visual sign were dominated in the interest of government, was proven true.
