This activity variety also lead to the various activities perfoemed by Jakartas population. The larger population increasing results from urbanizational current, in addition to the birth factor naturally, so that increasing the activity of city life and the developed city region rapidly. This development emerged the various urban problems, such as the needs of land, emplyment, life environment, facilities, development finance, and so on. <br /> <br /> <br /> The problem of urban facilities is primarily the need for some road as the facility for the movement of human being and goods, and this problem concerned with the vehicle increasing as result of peoples income improvement ; whereas the increasing of road development may not be expected. And yet for the growing continuance and development of a city among other things are determined by the balance between demand (formed by activity system) and supply (formed by transport system) or the other words that the fulfillment of activity need can be achieved by supplying the transport facilities. And the results of survey carried out by Ditjen Perhubungan Darat 1990, the growth rate of vehicles is of 14 - 15 % per a year, whereas the increasing of road facility is only as much as 4 % per a year. By the presence of the inbalance between the demand (vehicle volume) and supply (road capacity) that is occured the traffic bottlenecks, so that it cant be avoided emerging some pollutions (air, sound, vibration), accident, pedestrian difficulty, parking and others. The insufficient public transport service, more increasing the traffic disturbance, primarily in busy hours at the morning and evening. This also less supported by the good transport system, those are facilities, traffic management and controlling are not yet supporting fully. <br /> <br /> <br /> The quality of road system service at city centre is generally bad, so occurred at the artery of Jakarta city, especially Sudirman - Thamrin artery road being as massive traffic at Jakarta city. Although the V/C ratio still 1 (BPPT/GTZ), the density of traffic current in busy hours has not been controlled, indicating the low rate of travelling so that service quality of the traffic system is bad. <br /> <br /> <br /> Realiting with the limited supply of road facility as result of the things called above, then this study is intented for providing an alternative in diminishing the traffic density and yielding a concept model in decreasing the traffic density, primarily in busy hours at the main road and urban system. The investigation area selected is Jakarta city, that is with the investigation area of Sudirman - Thamrin and their systems, because the problem of these are highly complex. Considering the fund limitation for the road facility development and the geological physic obstacle of land at the main road (Sudirman - Thamrin road) that may not be widened, then for overcoming that it is applied an approach termed Variable Traffic Controllers System (VTCS), that is a way having an objective of making a balance between vehicle volume and road capacity by utilizing a road system of erterial road and it is done by the adjusment of traffic controllers at the main road side as well as at the road system of investigation area, so that it can be identified how far away for the use of VTCS in the classification of road function and it can be used as a concept model elsewhere. <br /> <br /> <br /> For this it is performed an evaluation of the main road capacity and its system against the vehicle volume and identify the consequency occurred with the application of this VTCS. In measuring the ability of road that can use the VTCS model with all theirs consequencies or VTCS model cant be used because the existing local condition.
