Summary: | Land and forest fire almost occurred in Indonesia every year and caused transboundary haze pollution which made inconvenience to other ASEAN countries surrounding Indonesia, such as Singapore, Malaysia and Brunei Darussalam. Based on that experience, Indonesia and other ASEAN countries agreed to handle land and forest fire and the haze impact together and signed the ASEAN Agreement on Transboundary Haze Pollution (AATHP) on June 10th 2002. One of the reasons why the members of ASEAN countries need this Agreement is that because of the weakness of the institutional aspect. AATHP was entry into force on November 25th 2003 after six countries ratified this Agreement. <br />

The objective of this study is to formulate the institutional implication on ASEAN Agreement on Transboundary Haze Pollution (AATHP). By knowing what are the forms of the institutional implication on this Agreement, particularly contributed to the land and forest fire institutional disaster management solution in Indonesia, Indonesia can be more able in handling land and forest fire and the haze impact. Content analysis and the Delphi method are two tools used in this study to know what the forms on the institutional implication on AATHP are. <br />

The result of this study concluded that there are 7 (seven) forms of the institutional implication on AATHP as follows : (1) AATHP implicates to the enhancement of the human resources and equipment capacity on land and forest fire disaster management by assistance mechanism and technical cooperation, (2) AATHP implicates to the improvement of the effectiveness of data and information management by monitoring, reporting and communicating mechanism to the ASEAN Centre, (3) AATHP implicates to the sharpness of the task and function institution on land and forest fire disaster management by designating and establishing NFP (National Focal Point), NMC (National Monitoring Centre) and CA (Competent Authorities), (4) AATHP implicates to the development of Standard Operation Procedures (SOP) of Land and Forest Fire Disaster Management, (5) AATHP implicates to the development of ASEAN Centre which can facilitate cooperation and coordination among parties in handling land and forest fire disaster management, (6) AATHP implicates to the enhancement of the implementation of Zero Burning Policy by insurance that the legislative, administrative and other regulatory measures will be taken in promoting Zero Burning Policy and the existence of technical cooperation among parties in promoting Zero Burning Policy, and (7) AATHP implicates in triggering more adequate allocation funding in handling land and forest fire disaster. |
