To anticipate the free trade era in the future, where the need of quick and efective service is urgent, thus air transportation function is very important. As air transportation sub sistem, the airport have more function in cargo transport, because loading process have a long enaough time, with birocration or facility supply not appropriate with the need. <br />

This research is aimed at settlement of efective policy to enhance the cargo transport service in Soekarno Hatta airport to get the final goal, the improvement enhancement of competition and profitability in Soekarno Hatta airport as a cargo hub airport in the future. <br />

The study is implemented by decomposition of airport management system in the structure that combines all opinions from every sides/ aspect involved in cargo transport service management system in airport. Method applied in this analysis was Analytical Hierarchy Process. <br />

Hierarchy structure, the result of the study consist of four stage as follows : first stage is goal, the efectivity policy in enhancement of cargo transport facilities in Soekarno Hatta airport; second stage consists of objectives component covering improvement in aircraft service, cargo service, revenues, and eficiency of airport management; third stage consists of targets covering facility's improvement, restructuring operation system, and joint operation with private sector; and the lowest stage is deter-mined in 14 element, those are the operated policy alternatives for decision maker or airport management. <br />

With decision maker preference, most efective policy to take the goal is improvement in storage facility by joint operation with private sector, with priority value 0,1095, improvement in storage capacity by airport management with priority value 0,1037, improvement in cargo transhipment facility by joint operation with private sector, with priority value 0,0959, and aptimalization operating facility, with priority value 0,0948. |
