Summary:The Indonesian Railways PT. Kereta Api (Persero) is the only enterprise in the field of passenger and freight transportation by railways. The railway management has already been undertaken during a long period, namely since the beginning of the year 1945, the Indonesian Government had taken over the direction and administration of the railway network and the Railway enterprise and had nationalized it becoming the DKA (The State Railways Office). This enterprise had undergone several times its status, namely first as the Indonesian Government Railways (PNKA) then to becoming first the Indonesian State Railways (PJKA) then changed into the Indonesian Railways Public Corporation (Perumka) and finally as per IS` June 1999 to becoming as The Indonesian Railways PT. Kereta Api (Persero). The vision of this PT. Kereta Api (Persero) is to making the Railways as the prime choise of the transportation service. While its mission is to reaching the Railways to becoming the masstransportation for the economical development and to support the development of other sectors and their spreading program. The effort which have been undertaken to making the Railways as the first choise of transportation are by increasing the effectively and efficiency of the enterprise and also via selective investment for the take of improving the safety and the quality of service. The objective mentioned above only be achieved by support of the professional Human Resource with its full motivation and high dicipline and the performance of correct supervision. In the field of the management of the Human Resources which play a very important role regarding the Railway transportation, the operational personnel comes first, in particular the Drivers and the Assisten, the conductor and the Train Ditspatcher. The Railway accident which happen during the first quarter of the year 2000 shared the existance of several weakpoints of the infrastructure and the rolling stocks, the regulation/operation and the human factor. By way of the collection and management of data regarding the operational personnel and 3 (three) railway accidents mentioned above, the SWOT analysis and be undertaken with regard to the internal as well as external concerning the operational personnel. The analysis mentioned above has been done regarding of alternative strategies boarded the strength, the weakness, the opportunity and the threats of the operational personnel and the limitation of the strategy concerning the Development of the Human Resources in cases the Operational Personnel together with the compilation of the short term program, the middle term and the long term program and the suggested following steps.
