The focus of this study is the alliances between large and medium enterprise with small enteprise due to the intervention from government through its industrial policies. There are nine forms of regulation on inducing the cooperation between large and medium with small enterprises, i.e. : cooperative economic enterprises, deletion programs, core-satellite model, venture capital, foster-father business partner linkage programs, regulations on certain commodities, the sale of shares of large enteprises to cooperatives, franchise regulation, and subsidized credit programs. Content analysis on the regulations above shows that each regulation has its own objective without any goals to specify the objectives. This fact makes it difficult to evaluate the success of the regulations and to compare the success of each program in a certain regulation with other programs. To solve the problem, this study proposes a successful criteria that can be used across regulations using Analytic. Hirarchy Process with criterias and sub criterias developed from both theoritical background and summary of the essence of the regulations objectives.Five officials from five institutions in charge of delievering and evaluating of the regulations above, gave their opinions on the weight of each criterias and sub criterias used. The result is that the most important thing is that how a certain regulation could produce an alliance that is competitive in its nature. This criteria is weighted by 0.587; followed by welfare criteria (0.207), equality distributive criteria (0.109), and growth criteria (0.097). An aliance is said to be competitive in its nature if it could deliver the best QCD to its customers among its competitors, produce a high raise on productivity of its input factors, and produce a high raise added value. Among the sub criterias above, delivering the best QCD gets 0.572, and a raise on productivity gets 0.283 and for a raise on added value gets 0.145. This is in accordance with the fact that consumer is the most important thing in this global market. For welfare criteria, it is more important for the alliances to raise the purchasing power of its workers (0.786) than the taxes received by government from the alliances (0.214). It is also more important from the stand point of growth that the aliances could give a better employment to their society (0.717) than growth of their sales volume (0.283). In accordance with the fact that small enterprises are getting more and more important position in the economy, all the weights for small enteprises are bigger than that of large and medium enteprises except in taxes - because system used for taxes is a progresive taxation. From the point of view of responsibility of the cost used for the alliances, cost from large private enteprises gets the biggest weight (0,318), folowed by cost from BUMN (0.285), cost from goverment in the form of tax reduction and subsidy (0.269), and the cost from society gets the lowest weight (0.127). The evaluation instrument above is applied to the alliance between farmers and manufacturers of granulated sugar in Tebu Rakyat Intensifikasi program - one of core-satellite model alliances. The study shows that there is a decline in farmers performance for all criterias and a raise in core companies performance for all criterias. The evaluation instrument proposed also shows that the benefit-cost ratio indexes for the alliance between the two was declining during the period of the study that is 1983 - 1990 and 1990 - 1993. Tebu Rakyat Intensifikasi program which is very regulated could be one of the proof that not all government interventions could raise the small enterprises I,.;rfonnance as the objectives wish. This regulation legitimates the core companies to make better fortune out of their satellites. <br />
