The role and responsbility of Private Higher Education Institution is considered as partnership should be generated by the image is still cinical until there is question, what is exactly happening? That condition will be unravelled? Started with prescriptive approach (rational) or normative and perceptive point of view of the or - ganizer or the decision maker as an economical human being. Both point of views flow in the dependent variable \"Index Status Unit\" (ISU), as the measurement of the effectivness of Private Higher Education Institution. The rank of ISU value stastically, normatively, a priorily will make promotion rank or \"grouping\", those are \"High Promotion\", Middle Promotion\" and \"Low Promotion\". High Promotion, Middle Promotion and Low Promotion have the same rank as accreditation status valid nowadays: \"Disamakan\", \"Diakui\" and \"Terdaftar\" All those are the government acknowledgement to the status unit of the Private Higher Education Institution which are confirmed by the decision letter from the Minister of Cultural and Educational of the Republic of Indonesia. <p align=\"justify\">The facilities of the level of the status are differed from the composition of the examiners of State Examination from Private Higher Education Institutionand Government Higher Education. From the Government Higher Education the sum is between 0 until 50 percent and from Private Higher Education Institution is between 0 until 100 percent. Besides, it is also differed from the age of the status, \"Disamakan\" is for 3 years, \"Diakui\" is for 4 years and \"Terdaftar\" is for 5 years. Normative or prescriptive point of views are gained from the characters of the government, and from information about the goverment\'s hope. if it toughgt for a while, the imagination of these characteristics are in accordance with what the government\'s expectation from Private Higher Education- Institution. The other side is seen from the point of view of the organizer or the decision maker as the top manager in Private Higher Education Institution. Why should it be from the perception of the decision maker? As we know the concept of effectivity is\' oriented to the objective which is a reference to proclaim the performance system of Private Higher Education Institution, the decision maker has a central position. \"He/She\" is the person who transforms the objective of the institution (First hierarchy) into the operational objective (Second hierarchy).<p align=\"justify\"> The mechanism used is proclaiming the objective achievement of Private Higher Institution is also the subject of perception of the decision maker.The other group of variable that flows and explains the sour ce is independent. How do those variables meet each other What kind of measurement scale is used? Private Higher Education Institution as an organization can be analyzed by various actualizations, among them is viewing the Private Higher Education Institution from the scope of (1) Institutions ( means) (2) Academic Programme (Objective and Function) (3) Financial Resource (energy). The variables of this research are taken from 32 observations (Private Universities, Institutes, Colleges and Academies) in West Java. The method of processing used is \"Discriminant Analysis\", the result are: 1. Perceptive and Normative Discriminant Model. The ability of this model is to classify an observation in to one of the group (promotion level). 2. The variables which generate the group: HP, MP and LP based on Normative and Perceptive point of view. 3. The distance between LP, MP and HP groups. This result is basing the conclusion: What kind point of view that has a stable and rational character? Is it necessary nowadays to from new classification model?, that is \"Accredited\" and \"Not Accredited
