Water Resources and Irrigation Sector Management Program, is a water resource empowerment, development and management activity that requires the involvement of farmers community. In an activity, evaluation stage is needed to assess the community involvement in the sustainability of the program and to assess the plan for community capacity building in the future. The analysis method used in this research is illustrative method which is a qualitative research method with the Community Capacity Index as the assessment supporting tool. Initial step in analyzing community capacity building is by organizing data based on the conceptual framework, i.e. participant interviews, and qualitative direct observation on the field. The next step is an assessment using Community Capacity Index to assess the community involvement in irrigation management in relation to the sustainability of the program in the future. The research concludes that the community involvement in the irrigation management program has been developed from the capacity within the community; therefore, the program can be continued in the future. Sustainability level of this program is still low from the point of view of durability, sufficient investment and community self-sufficient, community flexibility and openness to changes, and investment for capacity building. The level of sustainability that has been achieved is considered normal since the program is relatively new. Some aspects that have developed relatively well in the community are community flexibility and openness to changes, and sufficient investment in social capital. These aspects will contribute to the achievement of the sustainability. Based on findings of the analysis, some recommendations are made to implement activity plan or strategy to enhance the capacity to a higher level. Those recommendations are: program coordinator should be more active in enhancing the involvement of not only the group leaders but all members of the community in developing initiative within the community and common activities within the network; program coordinator should strengthen sharing of information activities among the farmer groups by scheduling regular meetings among the groups, program coordinator should provide opportunities and involve farmers in the process of problem solving and the process of policy formulation related to the program.
