STRATEGY TO HANDLE FRONTIER ISLAND IN ORDER TO MAINTAIN INDONESIA SOVEREIGNTY (MIANGAS CASE STUDY)

Indonesia as an archipelagic state which have direct border with several states, such as India, Malaysia, Singapore, Vietnam, Philipines, Australia, Timor Leste, Palau, and Papua New Guinea, thus the regional length of frontier border represent important role and separate problems concerning state sovereignty, national rights to exploit of strategic resource and also for local resident welfare. On this research, Miangas selected as subject because Miangas Island hold strategic point as one of the frontier island which has direct border with Philipines. In addition most of the people thus lived under poverty also often inisiate illegal action or crime which involves local community, thus this can be threaten in the future or long term. The research aimed to identify problems and potency in Miangas Island, and the objective of this research is to compile a strategic model to handle Miangas Island in order to formulate best option of Miangas Island as frontier island region in order to improvement of prosperity Miangas Island people, considering there is economic gap between Miangas and Philipines as neighbour region. The research method conducted by document investigation or literature study which related with Miangas Island. Technique of data collecting conducted through interview to resource person, conducting interview individually key, especially from Navy officer partner who have duty in Miangas Island, researcher experience in Miangas during duty strengthen argument study, and also study about experience of various state which have been success to manage its frontier region shall give practical enrichment of frontier regional management . The result of this research indicates that development of Miangas Island does not only consider of economic improvement , but it is also related with sovereignty problem. Based on study which have been conducted, model of development proposed by Guo (CPA or CBA model), cannot be applied as soon as possible for development of Miangas Island, step the model which require to be given high priority is security approach model, which become the first barrier in creating economy network within Miangas border island.
