Summary: | The Indonesian Government has been implementing various programs in an effort to alleviate poverty and to empower the society but, so far, the results of these programs have not been satisfactory in overcoming the problems. As such, a good evaluation from the government to identify the failure is needed. The Urban Poverty Alleviation Program (P2KP) is a program which tries to understand the root of poverty problems. This program is made after various involved parties realize that the approach to overcome poverty should be changed with respect to behavior and perception of the society on poverty itself. The objectives of this research are to recognize P2KP social interaction with the society in Kelurahan Jamika. The focused questions in this research are P2KP mechanism, program's contribution to Poverty Alleviation, media communication developed by the program initiator, how the society has been stimulated and active participation of society in implementing program, and the effect of previous government programs to P2KP implementation in Jamika. The research shows that the P2KP mechanism does not give enough space and authority to the local government to allow for an optimal contribution; the program does not bring significant impact on poverty alleviation in Kelurahan Jamika because the society has been left at the sideline. The communication media that was developed did not consider the ability of the society who will implement and use the program; and the P2KP gave detailed guideline that failed to stimulate local creativity and initiative. Active participation among organizers/actors in the organizing board (BKM) is also hampered by the absence of incentives, and the wrong perception from society members who considered the program as "charity" similar to programs in the past. <br />
