STUDY ON THE ABILITY OF P3A ORGANIZATION IN OPERATION AND MAINTENANCE OF TERTIERY IRRIGATION NETWORK AT SIDANDANG IRRIGATION AREA MAGELANG REGENCY CENTRAL JAVA PROVINCE

In order to observe some factors which influenced P3A participation increased on operation and maintenance of irrigation network at Magelang regency, so that we used on a case on Rukun Tani P3A at Windusari district Magelang regency. This study using qualitative and quantitative analysis (line analysis), with constraint Y (Operation and Maintenance aspect) and unconstraint variable X1 (Social aspect), X2 (Economy aspect), X3 (Organization aspect). From questioner data, it can be used as ordinal data and transform it to interval data by using MSI method, also with SPSS 15.0 software to determine correlation value between X1 and Y = 0,432 (high enough), X2 and Y = 0,075 (low) and X3 and Y = 0,566 (very high), while regression value is it means that Social and Organization aspect have strong influence and correlation with Operation and Maintenance aspect, while Economy aspect did not have strong influence and correlation with Operation and Maintenance aspect. From result of analysis could be determined suggestion to maintain the irrigation management, there are need some planned, programmed and everlasting renovation, also by increasing the profesionality of founder which need training/ education of the programs (the rotation of the employee which happen to soon, so they need to begin from the start, and lack of educational background for some position).
