In Indonesia, an idea of higher education autonomy causes by implementation of democratization and autonomy of all public sectors. Through the formulation of Legal Entity of Education, called RUU BHP in 2004 supported by Higher Education Long Term Strategy (HELTS 2003-2010) have made all universities in Indonesia have had a new period and guidance to expand higher education sector. One of the programs is to govern higher education institution to make the organization more health, efficient, and accountable. However, in fact, implementation of higher education policy leaves some resistances and problems.<p>By employing qualitative method and case study, empirical materials were generated through in-depth interviews with actors involved in the conception and implementation of higher education autonomy policy. There are some cases in this research to have to do with higher education policy such as democratization and relationship/partnership between stakeholders. This research focuses on legal framework of higher education governance in state universities.<p>The research results show some interesting facts about higher education governance in Indonesia connected with democratization process. The empirical findings show that the higher education autonomy policy induces a paradox, that is democratic values versus academic values and market values versus academic values. Besides that, the empirical findings describe some issues link to the role of government, private sector, and civil society. Finally, the empirical research has some conclusions and recommendations based on interpretation of researcher. It suggests that the higher education autonomy policy must have a commitment of the priority according an Indonesia's development contexts. <br /> <br /> text
