This model emphasizes the principle of integrated collaboration work with cross-sector partners in each stage of training so as to provide quality training programs to produce a superior, productive, innovative, professional and competitive workforce in filling the needs of local, national and international job markets. This research applies qualitative methods in which primary data is obtained through observation and oral in-person interviews or using a list of written questions against research informants determined by the purposive technique. The data analysis technique used is the qualitative data analysis model covering the process of data condensation, presentation of data, as well as drawing conclusions and verification. The results of this study found that the implementation of each stage of the current training experienced various constraints and problems namely the limitations of budget allocation and resource analysis experts, low supply of information on the development of competency qualification needs in the job market, the realization of limited programs in accordance with the availability of standards in the Indonesian National Work Competency Standard (SKKNI), the limitations of competent instructors, the hampering of the implementation of on the job training, distribution to the job market and continuous control is not implemented effectively.
