description Over the decades, policy capacity is gained momentum in the public policy discourse and it obvious from the literature that different units of government agencies or organisations require different capacities. Policy capacity is understood around government but the concept has been broadened to include other organisations such as private, NGOs, among others. This research focused on organisational capacity in the lens of policy analytical capacity through an evidence-based approach to emphasise the importance of information to policy decisions. This research employed PRISMA SLR to examined the capacities of policy to end deforestation and its related discourse around environmental issues as well as the relevance of the information to environmental decision-making. The rationale of employing PRISMA SLR is to synthesize and review the existing literature on policy capacity and environmental issues. This research aimed to discuss policy capacity in relation to end deforestation problem and information gap in the forest sector. The researcher employed PRISMA research protocol to examine policy capacity discourse in public policy studies and segments his search strategy for journal articles in Scopus and Web of Science index journals into three aspects of capacity studies such as policy capacity, organisational capacity, and policy analytical capacity. The data selection and rejection went through PRISMA statement 2015 that is an authentic eligibility criterion for study inclusion and exclusion process. Then, seventy-three (73) studies are selected and reviewed under this study which is classification in the following areas such as, policy capacity, organisational capacity, policy analytical capacity and deforestation. The literature on the three aspects of policy capacity mentioned above is mapped according to subject area and country to ascertain weak scientific publications among developing countries as compared to developed countries. In accordance with PRISMA SLR, policy capacity is viewed as a panacea to improving governance system of any country or organisation because it involves knowledge, competencies, and skills to process information in order to make the intelligent collective choice. It is common agreement among the policy scholars that policy capacity is a determinant to improve policy outcome and it helps the policy actors to be able to solve policy problems with aid of accurate and reliable information. The study revealed from the literature that policy capacity is weak in most organisations and where it is not, it is not recognised. The results show that most literature reviewed under this research is based on qualitative research which helps to understand the concept of capacity at different point of view and established complex relationship on issues. Needless to say, quantitative research in policy capacity may be valuable to forest management as it will help to better understand the subtle of forest policy problems and offer solutions to those problems.
