This study applied the pattern of retrospective observational research with cross sectional and time series approaches. The data used in the research was the selective secondary data from several competent institutions, such as Department of Transportation and Communication, Central Bureau of Statistics, East Java Provincial Agencies, Railway State Enterprise and River, Lake and Ferry Tran. port State Enterprise. Therefore, referring to the purposes mentioned above , through the analysis based on relevant theories, it was proved that : I. Based on Alfred Weber's theory (l'homan, /968: 188-189), the location of industry with minimum costs proved that : In East Java, the location of heavy and large scale industries was concentrated on SWP Gerbangkertosusila which centered in Surabaya. Be. ide that the concentration of industrial location was in SWP Kediri and SWP Malang, so the transportation line Surabaya-Kediri and Surabaya--Malang became primary artery line. Whereas transportation line Surabaya to other center ofSWPs became usual artery line.
