Summary:Government organization is intended to achieve administrative tasks by systematically coordinating of large work. Therefore, human resources management becomes a necessity. This study highlights aspects of intellectual capital and social capital within government organizations employees, Secretariat of the East Java Regional Indonesian Broadcasting Commission (KPID). This institution facing problem i.e: (1) the collective collegial leadership among commissioner, (2) the diverse educational background and experience of commissioner, and (3) the limits the commissioner assignment only for 3 (three) years. Also he widescope of services in the area of East Java and lack of the number of employees only 54 people, both civil and outsourcing led to demands that the staff must have good adaptability and effective performance in providing services to the implementation of administrative tasks. The distinguishes novelty of the research is conducted in the independent state agency, that includes two employees culture that is state employees and outsourced employees in the government's institutions. The theoretical framework used is human resources management (McLagan in McGuire and Jorgensen, 2011), government organizations (Thoha, 2008; Blanchard and Thacker (2003), intellectual capital (Ulrich, 1998; Bontis, 2000) and social capital (Fukuyama, 2007; Puttnam, 2000; Ancok, 2002; Suryanto, 2010). The descriptive approach used in this qualitative research. Located in the East Java KPID using data collection techniques i.e: in-depth interviews, observation, and documentation retrieval. Those data analyzed with interactive data analysis models. The results showed that the condition of the intellectual capital has not met the standard requirements and also the management difficulties due the absence of the employees quality and competence data. In the aspect of social capital, employees solidarity exists on a kinship cooperation based. The management of intellectual capital and social capital in the context of human resource development, usually in the job training as the commission activities and technical training organized by East Java provincial government.
