Summary:All development activities undertaken by the Government or by private companies, cannot be separated from the need for land. To fullfill the needs of land for such development can use land owned by the State, State land and land rights owned by individuals or legal entities. Due to the limited State land and land owned by the State, then often the fulfilment of the needs of the land for development is done using land owned by individuals or legal entities. Surabaya, as the second largest city in Indonesia has been doing development to increase their people welfare. The main concern of the Government is to improve the quality of public facilities, such as expansion of the road in order to reduce traffic congestion. The traffic is one of the problems faced by large urban cities. In this case the Government intend to minimize the traffic in Surabaya by building the frontage road.
