Summary:Case Based Measles Surveillance (CBMS) means that investigation and laboratory confirmation are being conducted in every clinical case of measles. The Development of Measles Case Based Surveillance (CBMS) database is intended to complete the missing points in either the input component, process, or output. Thus, the surveillance systems being developed can produce a more complete and reliable information which then help in drawing the right decision. The type of research is observational which aims to study the measles case-based surveillance systems or Case Based Measles Surveillance (CBMS). The purpose of this study is to identify the barriers experienced by the surveillance officers of Health Department of Sidoarjo in processing the data, compiling databases, testing, evaluating and setting up improvement. The research design is the actions of research in the form of system development with the Case Based Measles Surveillance (CBMS) as a research subject in the Health Department of Sidoarjo. The format of CBMS data collection that is currently being used in the Health Department of Sidoarjo is the C1 Standard format issued by Dirjend PP and PL. The problem of CBMS databases includes the input, process, and the output. The database development by using the Epi info 3.5.3 application is established to overcome this problem.
