Summary:Policy on Transfer of Secondary Education Management to the government in province is considered an impact regarding the amendment of regional regulation to become Consolidation of Law of Republic Indonesia Number 23 of 2014. The authority on managing the secondary education which, at first, was the domain of city council now has become the authority of provincial government. Pros and contras are undeniably appeared due to that, especially in Surabaya. Surabaya City Government filed a lawsuit to the Constitutional Court on the policy that is considered to eliminate the educational opportunities for the people of the economy down. The purpose of this study is to provide a picture of the future or prospects of secondary education management in Surabaya after being transferred to the Government of East Java Province. The type of the study is descriptive using qualitative method. This study uses the theory of public policy prospective analysis of William N. Dunn. The data were collected through documentation and in-depth interviews with twenty one respondents: two respondents from Provincial Education Department, one respondent from Educational Department of Surabaya, three headmasters of SMAN 17 Surabaya, SMKN 1 Surabaya, and SMA Trimurti, one respondent which is an expert in sociology, four teachers of senior high schools in Surabaya, and ten parents whose children going to senior high schools in Surabaya. Data analysis was done through grouping and combining the collected data to be determined in terms of the relations. The validity of the data was tested using triangulation. The findings show that Provincial Government of East Java through Provincial Education Department of East Java has made preparations in order to manage the secondary education. However, the preparations are considered inadequate as the implementation of the policy is considered insufficient. Fourteen respondents are not optimistic regarding the policy, while the other seven are optimist regarding the policy. The study will result in suggestions about the transfer policy through a number of phases through prospective analysis.
