Summary:This study aims to describe the impact of the job training program by the Department of Labor Surabaya from the social and economic aspects of the people of Surabaya City. In addition, this study also wanted to see the difference between the actual and expected impacts. The background of this study was due to the large number of unemployed people in Surabaya City so that the Department of Labor Surabaya held activities to prepare ready-to-use workers through competency-based training in accordance with National Work Competency Standards Indonesia (Standar Kompetensi Kerja Nasional Indonesia/SKNNI). This study uses the theory of Impact Evaluation by John Owen and the Evaluation Method theory by Finsterbusch and Motz as a comparison of the condition of the community or target group from the impact of the program (single program before-after), as well as the Impact Dimension theory by Laura Langbein in measuring the impact of the program by looking at the gap impacts are categorized into two categories, namely the gap between actual and expected impacts and various undesirable impacts. The method uses in this study is descriptive qualitative with data collection techniques through interviews, observations, and documentation studies. The technique of determining informants in this study uses snowball techniques. The results of this study indicate that in general social impacts and economic impacts are good. It is shown that the social impact of the job training program is (1) Improvement of the quality /competence of the self; (2) Changes in social status/status; (3) Establishment of a community. While the gap in social impacts arising from this program is social jealousyand target comformity. The economic impact arising from this program is an increase in income. As it turns out, this program also has an unexpected impact, namely the suitability of training time.
