Summary:Flooding problems in the city of Semarang has led to impacts of concern, namely the inhibition of various economic and social activities. If it is allowed, the problem of flooding will reduce the service performance of Semarang City as a whole, both within the framework of its internal needs and interests, and in terms of the role and function as service centers and the capital of Central Java Province. Among the various flood management system, one solution is made by the Government through the Polder System as priorities to be implemented in the Semarang city. Banger Polder System developed by the Government of Semarang in cooperation with the Hoogheemraadschap Schieland en van de Krimpenerwaard (HHSK) which is one public institution managing the condition of waters in the Netherlands. Semarang City Government is also working with established HHSK Management Agency Polder Banger SIMA (BPPB SIMA), with the intention that these institutions carry out operational and physical infrastructure maintenance. Semarang city government is also working with HHSK which then form a Management Board of Polder Banger Sima" (BPPB SIMA), with the intention that these institutions carry out operational and physical infrastructure maintenance. The purpose of this study was undertaken to optimize the participation of communities in the management system of polders and institutional models that deliver community support in the reduction of flood risk. The research was conducted through a qualitative approach, which will be explained in depth about institutional procedures. This research is a case study, which places the Polder Banger object as a case study which has a high specificity value that needs to be investigated. By placing Polder Banger as a case, it can be done exploratory learning that can be exploited to be used as a model in handling problems of flooding in areas with similar problems. The data was collected by in-depth interviews, focus group discussions (FGD), and observation. Through focus group discussions then formed an institution called the Community Based Organization (CBO), which is a community-based organizations that are working with governments, private sector, as well as other stakeholders. This study found a formula model of the management body of a Polder is based on community participation in Kali Banger Semarang which includes aspects of organizational, legal, financial, social and equipped with the Standard Operating Procedures are maintained and implemented BPPB SIMA. Function and position itself is very important in supporting the functioning of the polder system, because the unit is acting as executor of daily use and maintenance of the polder system. In addition, the management of polder systems can not be separated from the people who live in the service area of the polder system.
