Background Remote areas have a difficult geografical characteristics, the amount and quality of labor is limited, and the weak inter-agency management. This situation is more difficult because the function of an advanced health services in such areas is very limited. The central and provincial government have to find a breakthrough to help implement the service so that the needs of the community in health care in difficult areas can be restored. In order to find a policy format that can be done according to local situation, research must look for evidence of a specific field as a basis for program implementation services. Object This study intends to explore the professional and managerial services component of the health system in very remote areas. In particular. This study explores management support that help solve the problems of maternal care services in low resources settings of Papua. Finding. This study shows situation of maternal health services in remote areas with limited resources both in terms of professional and managerial. Although the technical tools distributed to health-care facilities, utilization of the service is still limited. This reflect the difficult in access to health facilities. It is understandable that government health service institutions and local health authority are weak in managing activities from community to health center and hospital are weak because this area is incredibly scarce in human resources. Yet the source of local services that are private and social organizations could be helping with the implementation of network services in a situation like this. Its is important to note that in this areas, Medicine Sans Frontiers (MSF) international NGO have provided a health service unit based in Agats and has built health posts in some district. However, this network of service was closed in 2009. Conclusion This study shows that the performance of maternal and neonatal care in these two health centers under study suffered serious obstacles both in technical and management elements. At the same time, district and provincial health authorities have both political and management problems in addressing the issues at the level of health care facilities and regional health facilities network.
