Summary:Rural empowerment policies and poverty reduction which has been applied in Central Kalimantan has not been sufficient to eradicate poverty and underdevelopment of rural villages, it is characterized by a higher amounts of underdeveloped villages located in Central Kalimantan, reaching approximately 72% of the existing village. The birth of program policies at Mamangun Tuntang Mahaga Lewu (PM2L) is an outstanding policies behind rural poverty which implemented by the Provincial Government jointly with 14 Districts / Municipality. This research determined how the PM2L policies will be implemented in Central Kalimantan. In order to analyze the implementation of the policy, it used Grindle theory as an implementation model of political and administrative process, which influenced by 2 (two) main variables: content and context of the policy. Analysis of policy content has six variables: (1) affected interest, (2) benefit type, (3) the degree of expected change, (4) location of decision making, (5) implementing the program, and (6) involved resources. While the policy context variables include three variables as follow: (1) power, interests and strategies of actors, (2) characteristics of institutions and regimes, (3) compliance and carrying capacity. It greatly affect the overall implementation process PM2L in realizing policy objectives, whereby each variable that determined and interconnected dynamics contributing to policy implementation . Local culture is another important factor that affects a policy. And according to author�s opinion, beyond the three variables, then, the policy environment is in accordance with the Grindle. And that policies ignoring its context will fail to achieve the goals. The study used qualitative research methods and data collection through library research, observation and interviews with actors involved in PM2L. The results showed that implementation of PM2L policies in 2008 - 2010 is not optimal to achieve the goal, indicated by the persistence of activities that do not fit the community needs
